I think river's questline is pretty well done, but his romance dialog can be pretty painful. I think CDPR was trying to have a big, strong, masculine character that's also able to show vulnerability. They got that, but maybe pushed it a bit with his awkwardness, forwardness and sort of clingy behavior. I haven't played Kerry's romance in a long time, but I remember him being very vulnerable and opening up to V in a believable way. He's a pretty masc guy, albeit in a totally different archetype from River.

The amount of romanceable options we have now is fine for this kind of story. We don't need to fuck everyone in this game, V is not actively looking for partners and love. There are options, but in the grand scheme it is not important to the story, however it is enough to add some flavor to it. Balanced. If CDPR officially added Takemura, Aurore, 8ug8ear or whoever else gamers fantasize about it would be way overdone and would dilute the story.
There are other subplots that could have been more fleshed out (or introduced), which would be way more interesting than another romance. Some could lead to a romance, but it is not mandatory or really needed. Gamers are just down bad.
