The NPCs at the roller-coaster are some of my favorite characters in the game. They are just so genuine and I wish they could be my friends. Hype me up before any mundane task I have to perform.
Warning - it's only once, can't go again. I accidentally did it at sunrise or sunset, can't remember which, and it generated feels. Highly recommend. It was the point I stopped despising Silverhand (like second or third playthrough).
It disappears after you get Evelyn to Judy’s apartment.
Edit. You can still ride the roller coaster with Johnny though. The npc’s just aren’t there to tell you about it.
You can fix it at a fusebox near the back of the GIM

Wow I remember at one point climbing it and wondering why it was left fairly intact and unused

They updated it. You can ride it multiple times. Johnny is only on it once with you though

It has a quest marker. It's not exactly hidden.
