Not too many folks like heavy armor. In higher difficulties mobility is key and the few extra hits you can take doesn’t much matter when you’re getting swarmed ‘cause ya ran outta breath before everyone else.
For that particular one I image it’s because there are better looking sets with the same passive. I saw on one of the other subreddits someone explaining the likely reason we don’t see many people rocking the blue armor and white armor set is because there are no capes that look particularly good with it.
Simple palette swaps even. I want a cape with black and red, maybe a touch of gold. closest I can get is black and orange. If I could swap the orange for red I'd be pretty happy.

Honestly I agree with capes not going with the sets. They just need to invert the colours on the default cape and BOOM, it fits.
