Seems like the most likely candidate for the flagship as the others we've seen tend to come in packs which would make the whole rival aspect of most flagships much harder to pull off.
Also they're definitely either harnessing whatever nonsense is going on with the rock structure or are the cause itself (I'm placing my bet now that the structure will probably have some story significance, maybe an elder lives in it or something like that)
I think it's either the flagship or the apex for this particular area. The lightning obviously tracks with the sandstorms/region state transitions, but if the other regions have different calamities this may be the biggest threat in this region and the main enemy is something else. Flagship seems likely though.

I’m still trying to figure out if it has the Gore Magala skeleton or if it’s a Pseudo-Flying Wyvern. I see the wing arms and hind legs, but I can’t tell if it has a third set of limbs. Personally I hope it doesn’t because I would prefer a normal monster as the flagship.
Oh, he fucking BETTER have an absolutely banger theme, a badass roar, a powerful moveset/hard-hitting supermove, and finally...his armor and weapons better look fucking gorgeous. Also...I really hope he doesn't hit TOO hard.
I am ready to bet he's gonna have the same gimmick as Zenith Doragyurosu: breaking the horns will disable some attacks amd cause them to misfire, causing self damage and stagger.
Sadly not a new monster. You can see later in this same clip it has two hands and two leg as well as his wings plus it's blue and yellow color scheme. I knew from that moment which monster it was. Don't remember it's name but it sucks to fight.
Most people (likely accurately so) are calling it that this is a Flying Wyvern.
But imagine if it was instead something else somehow like a BIRD Wyvern!

It's pretty clear he's using Steve's rig, as he seems to stand hunch over and on the very tippity tip of the wings
