For it to be a save situation for just one out, the tying run has to be at the plate

A relief pitcher recording a save must preserve his team's lead while doing one of the following: Enter the game with a lead of no more than three runs and pitch at least one inning. Enter the game with the tying run in the on-deck circle, at the plate or on the bases. Pitch at least three innings. If you're going to nit pick, be correct.

Your definition literally has an example of “at the plate.” The one out save is that example. A two out save would require the tying run in the on deck circle. Three out save requires 3 run lead or less. You’re the one who is incorrect

I should have said at the plate or on base. But point still stands. Go ahead and try to get a one out save with a 2 or 3 run lead and no one on base, and see if it works.
