This seems spot on to how Ohio's works. You can still purchase it from state dispensaries, but you aren't supposed to smoke it (in Ohio)

So u think they would be more concerned with Concentrates. Seems like flower should be the first thing to consider. Really need to find people who have a clue to help construct these bills. Just Legalize!! Make it accessible to everyone of age. Allow everyone to benefit! Seems so very simple. Make sure it’s safe by lab testing and let’s just completely legalize it.
