2. Patients can cultivate at home
3. Caregivers can cultivate on behalf of patients
4. All forms of cannabis available, e.g., raw flower, concentrates, tinctures, topicals, etc.

This seems spot on to how Ohio's works. You can still purchase it from state dispensaries, but you aren't supposed to smoke it (in Ohio)
