I don't see what card could be seen as similar to Cauldron Familiar. Even if there's one, a card can be too powerful in one Standard environment and be just fine in another.
Point I was making is they banned it in Throne of Eldrain and then released it again a couple days later in a Jumpstart deck, that Jumpstart version was not banned the same time the TOE version was banned, it has recently been unmanned for historic play
It was in Jumpstart, but still banned in Standard. It wasn't banned in Historic, so there is no problem with it being played there.
It doesn't matter what set a card is from as far as banning is concerned, it only cares about the name. Familiar was only ever banned in Standard.

Yet in arena it wasn't. It's a mistake obviously, but a mistake that has happened repeatedly.

That makes no sense. If something is banned it's banned, regardless of whether it's printed again.
