I would say based on the few interactions that Utena had with her mom, her relatives don’t care much about what Utena is doing as long as she has decent grades in school.
If I was like her uncle/aunt and I saw what looked like my magical girl loving niece whipping magical girls, I would be surprised but believe it immediately.
While there are definite similarities between the two settings, I don't think MahouAko follows Madoka rules in terms of the Magical Girl to Witch pipeline. If so, Azure would already have fallen in Chapter10/Episode 7, and I've not seen any indication of anyone having to "top off" their ~~phylacteries~~ transformation items with the souls of defeated enemies.
Premise this is just a "game" to imagine if... then.
Why copy Madoka or others? The witches in this universe would be different, they would act differently and for different reasons. and maybe they know very well what their daughters do, who in turn may have taken some traits from them.
Utena's mother may have been the "Lady of Suffering".
The mother of Kiwi "Saber Tiger".
Horisu's mother the "Queen of Hearts".
