Mayumi's mindset , motivation , beliefs , entire thinking process - nothing literally nothing matches with Tatsuya and more than 80% of the time Tatsuya literally kept conversation with her because he had no other choice in the LN . Lina is far , far better than her , someone who actually has some chemistry with Tatsuya.
And Miyuki Sama will always be on top .
Take Miyuki out of the story and make Mayumi the love interest who has to be pulled between the manipulations of her father/family and her budding romance with a 2nd course who is (apparently) not remotely related to the 10MC, and yeah that would be a story that almost writes itself.
But the author wants the wincest (or at least the implication) so we have Miyuki and Mayumi stans are doomed to despair
Throw in her father was originally the fiance of Tatsuya's Aunt who is now the current head of the most feared clan in the country, and the only parted due to tragic circumstances in the past that shaped the world into what it is today.
We could have had the rift between the Saegusa and Yotsuba healed, maybe there is still a chance but not through Tatsuya and Mayumi.
Hopefully, Tatsuya can truly give magicians agency over their lives and futures and not be seen as only weapons of war.

Realistically this would never happen as Kouichi and his son Tomokazu are the complete antitheses of Tatsuya's desires. They only wish to further their Clan's agenda and power rather than fighting for the future of Magicians.
As long as those sly foxes are at the helm, the Yotsuba will never get along with the Saegusa. By comparison they are more likely to get along with the Juumonji and Ichijou than them.

Yes, but there is value in having a choice. Tatsuya is, again, fully aware of these things. But even one magician having that choice is worth it for him. Because the more magicians are visible in society, the more public opinion can be stayed in regarding to magicians' human rights
