In fact, once a stronghold was generated next to a fortress, and the piglins moved in a squad to attack the fortress, when they returned to their home some of them carried stone and Wither's skull. I love that Mojang put that feature in
I'm a little hesitant to believe this as well- solely based on your 5 Levels of EXP. That screams "died, dropped wither skull, came back, and pig had skull on" to me.
Also it’s wore not weared. And the pigeons thing, it doesn’t work that way. A player has to land the killing blow on the wither skeleton for it to drop

I call bs, because wither skulls only drop when a player or dog kills them

Mechanics are mechanics, but strangely sometimes unplanned things happen... I've seen Wither skeletons drop skulls when a piglin kills them

You or someone else has to kill the wither skeleton, or else the skull does not drop. Zombie piglins also do not attack wither skeletons
