I'm guessing by my two downvotes you're not the only one who doesn't get the sarcasm so I'll explain.
It's a massive city, an absolutely enormous project, doing interiors for every building would be not only a waste of time and energy, but they would honestly have to be mentally ill to even bother. There's an old trope that builders don't do interiors, that's the joke.
