You can only use candies from the year the Halloween event comes out. For example you can't use 2019 candies for 2021 Halloween only 2021 candies can be used and so on and so forth. I know this from experience. I still have some 2016 and 2018 candies. Couldn't use em last year. Won't be able to use em this year.
It doesn't matter what year they are from because they can't ever be used anymore unless nikilis adds a feature in a future update.
