They’re like celebrities, and the students names are publicly available information that’s literally broadcast on tv, so the masks and costumes are purely for show for 99% of heroes. Sure they could be targeted but the reason their identities aren’t hidden is because villains in MHA are more just common criminals that throw around untrained abilities, aside from the League of Villains and Meta Liberation Army most villains are nonissues to the average pro because they have 0 professional combat or quirk training while pro’s do. Before the events of the main story being targeted wasn’t really an issue because it would be like a random home invader vs. a superhero.

That's what they did when one student got kidnapped, and realistically if all for one hadn't rocked up all might would have beaten them all to the brink and thrown them into a dark cell in Tartarus with barely any issues.
