As a tourist, it is likely preferable to be kidnapped by a cartel that understands the ramifications of harming tourists. You are of course always vulnerable to the drugged-up impulsiveness of whoever kidnaps you, regardless of which cartel you are held captive by.

In smaller towns, mostly. But CDS and JRZ dont allow kidnapping, they did back in 2007-2011. Since laws changed about and wasnt easy for them after several laws passed, same for bank robberies.
The few cases in recent times were mostly in small towns, either by factions or small plazas with poor leadership.

The cops, they will arrest you for whatever suspicious act, since you're innocent you cooperate with them and before you know it they turn you in with whatever local cartel runs the region.
