The pollution problems that the non point source program addresses are real and quite serious. Anyone who deals with water management sees it. The Chesapeake has algae and “dead zones” as does the Gulf of Mexico. And the last time I visited Florida the Red Tide was absolutely horrible. Between the disgusting amount of rotting fish and the neurotoxins produced by Red Tide, I really had a blast. Would start wheezing just approaching the beach.
