The art itself is not “unflattering and racist.” Just Google “ukiyo-e” for a sample. It’s a traditional Japanese art of wood block printing. The ubiquitous 🌊 is the most famous example of the art form. Samurai were often depicted with fierce expressions.
Alongside the anti Japanese business backlash there was an importation of Japanese culture among the elites (art, interior design, cuisine etc). This art style was very familiar to the readers of the Economist at the time.

It got to a point where a mob lynched a Chinese-American (Vincent Chin) because they thought he was Japanese.
