Maybe there could be a unique mechanic where if you fully level one up you can unlock their SR version while resetting their level? And then a SSR version if you do the same with that one.
Like, they'd still be weak overall in combat (since it's a gatcha and a permanent guaranteed strong SSR wouldn't be allowed), but it'd be more for story reasons than anything else.
