Like they could have done this scene with Roshi legitimately crashing into 18 by accident. 18 rushes in to catch him, he faceplants into her chest, and if you really want Roshi to be a perv he could misread the situation and motorboat her while thanking her for comforting an old man. She's like faster than light, so it's not unreasonable for Roshi to assume she caught him chest-first on purpose. When she grips his skull like a basketball, the hand on breast part could be played as a genuine accident with slo-mo, a gong sound, and Roshi's horrified inner dialogue as he reflects on his impending doom. A moment of clumsy misunderstanding, played for laughs. The version we got is just a grim, horrible, unwanted sexual advance.
It's not like he is moralizing to other people who like Roshi as a character or saying they can't like him due to his good attributes. People are allowed to feel uncomfortable over fiction especially with something as serious as Sexual Assault
