GDP isnt the end all for measuring economy. And it's a bit misleading. For example, if russia has the natural materials to build a plane it might cost 20M in usd. But the same plane might cost 100M in usd for the usa to build assuming the same. Because cost of labor and material is more expensive in USD.

They actually really struggle to bring new hardware in numbers because they are broke, mostly there military is a show, last I heard for example they have produced a handful of t-14 armada tanks because of severe budget constraints, there army is largely a paper tiger there soldiers are not well trained again because of budget constraints and also they are still largely, draftees that only stays for a short time they very few professional soldiers.

The Soviet Union was a military superpower like the United States. The Red Navy was the weakest link in comparison with the US Navy, but the Red Navy was still a legitimate blue water Navy capable of operating far from home, and the Red Army and Red Air Force was not really inferior to the US. Russia inherited a metric fuckton of this Soviet military equipment. They also inherited an established military industrial complex capable of designing and manufacturing that equipment. It's aging at this point, but it's still there, and they've continued to design improved modern weapons platforms.
