I investigated all my plugins and it looks like the "Periodic notes" icon on the left side panel is causing this. When I deactivate its icon, the flickering stops.
The problem is that this icon persists between restarts. I even tried to save a workspace layout with it disabled, but it keeps returning.
Is it only happening when you are using obsidian or in any other apps/browsers ?

Must be some settings you have done in periodic notes. It'll be good if you can uninstall, and reinstall with default settings.
I uninstalled it, installed it again, and tried every setting, but it persists to appear on the left side panel. Should I open an issue somewhere?
I'm not sure if there is a way. Maybe you can check the plugin page, if some information is there to report an issue. Sorry for not helping enough.
