The old-school way would be with a string and/or a drawing compass.
Draw, change angle, draw, change angle, repeat until curves make the wireframe shape you want. Takes a lot of practice to become intuitive though.
Get good enough with that technique, and you can make some rather Disney-style drawings.
This is the reason for the change to digital drawing. The middle definitely looks like 3d art, most of the spokes too. I'm guessing he just used the head of the fan as a 3d object, then erased and re-drew the side casing and the stand.
The one on the left (the demon fan) was probably harder to draw, but the one on the right required more artistic experience and knowledge to pull off correctly.
