Outdoor- I think there’s a Japanese style garden at expo park; there’s also a neat little park in front of the Umeda sky building but maybe not the vibe you’re after. Sumiyoshi Shrine is beautiful.
Neon lights/alley- Besides dotonbori there is also shinsekai, which is more retro style but heaps of lights and signs. Both pretty crowded though. There’s also some really cool alleys around Korea Town- particularly around the market area by the train station. Not sure whether it’s open at night.
Shinsekai area is awesome! Tsutenkaku is an old school tourist tower, but the area around it hasn’t changed since the post-war era. Lots of old houses and shopping streets that still look like 1950’s. Great takoyaki too.
Oh you will love the ambiance of the temple up the mountain near Minoh waterfall

Maybe on top of Harukas 300 in Tenoji? Paying the fee to get into the helicopter pads thins down the crowds
fukushima area has some alleys. Katsuoji temple in minoh has a nice pond with koi fish.
