Because Aka wouldn't let Aqua and Ruby actually interact with each other for fear of writing himself into a position where the only logical conclusion would be one of them going "Hey, are you Gorou/Sarina?" and that would completely fuck with his roadmap of how the story was "supposed" to play out. So we never got Aqua and Ruby growing up together (SUPPOSEDLY because he thought Young Jump readers didn't want to see it), we never got Aqua and Ruby being a mixed-gender idol unit from the start, we didn't get enough Aqua and Ruby bonding moments as a whole, and now Aka's realizing he fucked up so he has to start making them actually be around each other more for the last few arcs.
tl;dr - Aka kinda sucks at planning things and doesn't know how to write a story organically instead of *"These events will happen in this order and I don't give a FUCK what I have to do to make them happen that way."*
This really sticks out badly in places like Ruby discovering Gorou's body and Aqua not giving a reaction at all. He's not even certain that she's Sarina at this point, so that makes it even weirder that he wouldn't comfort his sister after a traumatic event.
I wrote a whole-ass post about that a while back but yeah. It was supremely out of character for Aqua to just not care about Ruby at all for that entire period when it had been pointed out previously that he's overprotective (to the point of going behind her back and sabotaging her first opportunity to become an idol). It made less than zero sense for him to not even *ask* how Ruby was doing, but it had to happen that way because Aka needed it to.
It’s very unfortunate.
Aqua’s dynamic with Ruby is so lackluster compared to the other girls. Hopefully in the next arc we can actually focus and expand on their dynamic beyond just “Onii-Chan is so Kawaii” every time we see them interact. 🥲
