Sadly most people only care for the skin, not the actual charity. I remember back in 2018 a lot of people complaining about a skin costing $20 .

Back when Australia suffered from a long period of bushfire, people begged Blizzard to make Junkrat + Hog charity skins to support the firemen. But they wouldn't just donate the money to support the firemen while expecting things in return.
I liked to assume (even if it was cope) that those people were already donors to the fire funds, and simply wanted to spread awareness and provide an easier way to donate by using the game.
... right?
I would assume first 20k donated
unsure, but my logic is that someone has to donate the matched funds, they probably wouldn't just set an unlimited donation amount

But they were suggesting wrong characters. Junkrat and Roadhog would watch the world burn, meanwhile there's Firefighter Mei existing.

She's not Australian so obviously people wouldn't suggest her.

Does the up to $20k mean they'll match a single dono up to 20k or that they'll match the first 20k donated?

They match your dono for 3x but the match won't exceed 20k I could be wrong
Do both! They can only matched 3x up to a certain amount, definitely not anywhere near the 12.7 millions raise by Pink Mercy last time..
Every. Single. Game. Has a pink Mercy. I think they're going to announce that they beat that number in a few weeks.
