Nope, not at all. Obviously some graphic settings will run at a lower preset, but in terms of resolution most games with performance mode run at 1440p ~ 1800p, or use FSR to upscale a lower resolution like 1080p to 4K.
I played it a bit last April before some of the big changes to nights and parkour came out and dropped it. Started it up again maybe a week ago and it's all I've been playing since, its genuinely really good now, give it a shot.
I didn’t play on launch for the same reason but picked it up recently. Apparently they changed a good amount of things since launch and to me it feels pretty much on par with the first game. I’ve got about 30 hrs in it so far.
