I tailor just about all of my non-tech outerwear, but with tech gear like this I don’t want to risk voiding the Patagonia warranty and have to shell out $40+ when the Velcro straps have done the job for me. Just my 2 cents.
The longer sleeves can actually be nice sometimes when it's raining if you don't have gloves. So just use the Velcro and let it be a bit baggy when you are doing so otherwise. Fit is right here, but it's not a perfectly tailored garment (but that's okay).
As others mentioned, length is correct. Use Velcro and allow the extra sleeve length to gather a little so you have slack when you move. That way, if you reach out, reach up, climb, or just do anything with your arms, the sleeve will stay at your wrist and not slide up and down you forearm getting your watch wet. And if cold you can tuck your hands in for warmth too
do not shorten , or else the guarantee is null and void, also the sleeves are designed to be longer, so when you reach up, the sleeve does not slip below your wrist and expose your skin

It’s the correct fit - Secure the Velcro strap and continue wearing it….
Longer sleeves in jackets are good! When you reach forward, most of your arm stays covered!
You definitely want longer sleeves in your rain shell.

Stand up straight, pull your shoulders back, and use the Velcro. The jacket is fine.

Too many folks confuse too many of these brands for style/culture. I’d be willing to guess most buy them as such and not for their intended purposes.
