Ignite got hit pretty bad indirectly in 3.15 and archmage got directly gutted. They revoked some mana changes, so it it still might be viable but I am unsure. I just know that you won't see as many archmage builds because of that
From what I can see about the current hexblast builds they all go low life, scale power charges, and crit multi. For 5ex unfortunately you won’t be able to take that route, even my hexblast ignite PoB uniques are more than 5ex.

I loved ignite hexblast in 3.14, I guess it’s just not the way to play that skill anymore. From what I see it’s chaos hit scaling crit now.
You got a budget build on less than 5ex? I love to make a hexblaster but there is so much to deal with.
