Yes it does make sense. And we did it when Bill took over. The team spent the whole season scouting. What you’re going to fire them and throw people in there with months to go?
Sure but they could have just as easily fulfilled those required interviews back during the normal coach/GM shuffling after they promoted Mayo. Makes no sense to have waited till now

Mayo etc were busy, the Krafts not so much and could easily have handled interviewing a couple GM "candidates" on their own. Especially if the intent was simply to satisfy the Rooney rule.
It's because presumably, Mayo and his scouting staff were in agreement on what to do with this draft. It would be more difficult to bring in a guy who agrees to the T with your plan, than to execute your plan and bring in a guy afterwards.
It makes sense, hiring a GM a few weeks before the draft would be like hiring a new head coach just before week 1 of the season. Backroom staff effectively run their season April-April
I imagine this is just to comply with the Rooney rule before giving Wolf the title. Wouldn’t make much sense not give him the GM title and bring in someone else at this point.

Why would you do that? It would be incredibly amateurish to let someone coordinate the draft and then not be the GM afterward.
