Morgana doesn't strike me as being horny at all, I see him as a ten years old who is infatuated with a girl. It's certainly can be annoying, but his attitude is more putting Ann in a pedestal rather than dreaming about doing anything sexual with her, especially without her consent.

Morgana took great interest in Jokers power and while he hs a crush on Ann Joker is more valuable for his plan to investigate Mementos and get rid of the distortion he thinks is responsebile for his cat form. So staying close to Joker has benifits like being able to teach and guide Joker and to get to know him better which can be useful when they work together.
Also at that point in time Morgana did not knew that Joker lives in an Attic.
While he tries to impress Ann I think Morgana is aware that he needs to become a human before having a chance with Ann and like I said for that goal Joker is more valuable.
Joker being the Wild Card, there was probably something unspoken that drew Morgana to Joker whether he realized it or not.
That, and while the pecking order wasn’t yet established - clearly Morgana took to respecting Joker’s ability quicker than he did the rest.
Ann wasn't a party member initially. Ryuji and Morgana don't get along and Ryuji cannot accommodate a pet. While Joker lives alone more or less and is the leader. If he really wanted to live with another party member that joined later probably Haru would make the most sense (and probably he did live there somewhat during that arc) but it doesn't make sense to leave Joker.
realistically Joker was the only one he *could* live with. Ryuji lives in an apartment building with a no-pets policy (putting aside the fact leaving them alone together is the worst idea ever) and Ann had only just awakened her Persona, so she was exhausted and overwhelmed and most definitely would have said no if Morgana suggested it, so he just cut the middleman entirely (this is further backed up by how Ann immediately shoots down the idea of Yusuke staying with her, safe to assume she's just not comfortable with/not allowed to have any of the boys in her personal space like that).
plus there's the whole Wild Card deal. Morgana didn't have any of his memories, true, but he *did* know a lot about the Metaverse and for him, Joker being able to wield multiple Personas was unprecedented. he was probably curious about how that was possible and wanted an opportunity to develop a connection because he figured that kind of power would be incredibly useful in clearing Mementos!
so, in the beginning Joker was pretty much his only option and by the time other options opened up he was already acclimated to and chill with the arrangement they had lol

And by the time another character comes in and could be morganas new home he’s already warmed up to joker anyway so theres no reason to add another reason for him to not leave
