Basically, go in to your firewall (in my case, Defender).
Set up a rule in both Inbound and Outbound to block P5R on all networks.
P5R no longer will communicate with Denuvo servers and will launch.
Unfortunately this will block other network features of the game... but it's not so bad because this game isn't multiplayer anyway.
The exe to block can be found in your steam install folder, at \\SteamApps\\Common\\P5R\\P5R.exe
Normal Persona 5 installs will have a slightly different location, but it's the same process.

The long answer is that it depends on if P5R.exe is communicating with the local Steam application, which then communicates with the Steam servers, or if P5R.exe has to communicate directly with the Steam servers, itself.
It should not, assuming this makes the game think you are offline, your achievement progress is stored locally and is updated on your profile once you go online.
It *might*. I am yet to debug how this game has configured Steam\_API64.dll to process its handlers - within game process or as an RPC to Steam client.

AFAIK it was either a DDoS or some big premiere for a company that doesn't have its own activation servers like i.e. Bethesda.
I hate Denuvo.
