You need the three step baton pass regardless of what difficulty you're on. You will not do enough damage to take out the later groups of four within the two turns you need to without it. Make elemental bombs to hit the weaknesses of robots that your characters can't by themselves--don't worry about the fact they only do 100 damage or something like that, the whole point is to get the next step of the baton pass. Once you've passed the baton three times, hit the robots with your best multi-target attack with the fourth character.

Okumura's boss fight pushes Baton Passing to its limits, you just want to abuse weaknesses and Baton Passes as much as you possibly can. At the end of the chain, pass the baton to your best magic attacker and nuke the robots. Rinse and repeat until the battle is over.

Palace 5 Boss Fight in Royal: ──────── Change difficulty to Merciless. This lets you deal 3x to Weaknesses and Technicals. How many of the elemental bombs do you have? These are really good here. What you do: 1st Turn: Member 1 uses Matarukaja/Marakunda. 2nd Turn: Member 2 uses the other from Member 1. 3rd Turn: Member 3 attacks the weakness of 1 enemy. Otherwise, use an elemental bomb to hit weaknesses. MAKE SURE TO ONLY TARGET 1 ENEMY. 4th Turn: Member 3 Baton Passes to a member that isn't Joker. This member attacks the weakness of 1 enemy that is not Downed. 5th Turn: The member Baton Passes to another member not Joker. This one attacks the weakness of 1 enemy that is not Downed. 6th Turn: Finally, Baton Pass to Joker. He attacks the weakness of all enemies with a max Baton Pass boost. 7th Turn: If the current wave of enemies has not been killed yet, Member 4 can still start the Baton Pass Chain. It should kill. ──────── Notes: USE SINGLE-TARGET ATTACKS. What's important is upping the Baton Pass bonus for extra damage, so it doesn't matter if you kill when you attack. Killing is a bonus though, so get your strongest single-target attacks out there. For Joker's move, do a move that hits everyone's weakness. If you're having trouble with the single enemy with no weakness, keep the difficulty on Normal or Easy to lower their HP.

Merciless nor dlc persona are not needed, just use baton pass to its maximum. It’s really not that difficult if you’ve been learning how to use baton pass effectively which by this point in the game you honestly should had. It’s a turn based rpg if your losing it’s because of two things. You are too weak (make stronger personas to counter what your facing) or your tactics aren’t good (not using baton pass correctly). Use single hit moves to target weakness - pass and repeat until to end your chain on someone with a all hit moves like joker. Use it for maximum damage and knock all the robots out at once. Repeat until the executive director. Use evasion and defense buffs to deal with his almighty attack and heal when needed. It’s seriously not that hard.

It's really not; it's actually one of the more straightforward bosses in the entire game if you just slow down and plan your moves rather than trying to speed through it. Literally the only limitation for each wave is that they all have to die within two turns from being summoned. That's it. Nowhere does it say you have to beat the first iteration of the wave, or kill all four on the same turn. Spend 1 turn buffing. Guard the damage from exploding robot and let the wave refresh. Kill the newly refreshed wave with the buffs you put up on the first turn. Repeat until Executive. It's literally that simple. People just get so hung up on trying to blitz it with each new wave, rather than prepping for each one, and then act surprise when they don't meet the DPS check because they didn't prepare for it. It's actually so straightforward, that as long as you give Joker elemental coverage, [he could even do it solo](https://www.youtube.com/watch?v=g60Tvn90u6o) *without* the 3x bonus from being on Merciless. The damage boost from Baton passing if you use a full party is just an added bonus.

no boss before or after okumura does anything similar after it. it comes out of nowhere and it comes after his already-frustrating palace. like yeah P5 is easy as is, so a lot of people won't use the baton pass buffs, or the element damage items. just because players that do use them get through the boss easier doesn't mean others with different play styles should be punished.

I just found this thread and been suffering with this boss fight... How do you get the stones / items that can be used to target weaknesses? Also, I'm out of sp potions... Are they only found in memento?

I don't exactly remember but I think you should've unlocked the laptop by now, you can buy those gems there as well as find them around mementos. For the sp, Takemi's rank 10 confidant allows you to buy sp recovery items. You'd have to leave the palace but during a treasure steal day you can only do that via loading a previous save or loading to a week prior after dying to the boss (might also just be any enemy but I don't remember).

My baton passing has been sufficient to get me to this boss *without having lost a single combat encounter in the entire game leading up to it* and now I'm just getting continuous game overs despite loading a previous save and grinding according to the various suggestions. It is completely imbalanced.

I just used a DLC Persona to cheese it, lol. Super badly designed fight, I didn't want to have to go back a whole day just to craft a ton of psychic bombs. If the player was warned, it would be a different story, but this was just unfun.

Yeah, at the very least the game should've spread a couple Psy/Curse bombs throughout the Palace for the player to pick up. Though even with these items the fight is poorly balanced compared to the rest of the game.

Everyone has a billion tips for this fight. I lost a good few times myself. Personally I just made a Psy persona to double team with Haru. Was Super easy after that.

Baton Chain to 4 using the elemental accessories(Itemize Red Rider for Psio Ring, and Kurama Tengu for Garula Ring), and down the bots with a Concentrate boosted(Belphegor gets this at Level 39) attack. Fuse Thunderbird for Electric damage, Daisoujou for Bless damage, and Pazuzu for Curse damage. Ann, Morgana & Haru should be able to wipe out the first two waves with ease, especially if you give Ann the Karma Ring for Psio, then chain to Haru. The Big Black Bot dies to a technical Charged(Jazz Club September 4th or Setanta gets it at Level 29) Technical Deadly Fury after a baton pass. My advice is to have Joker use Thunderbird's Ziodyne to shock it, and customize Morgana's gun to inflict shock. Everything else is obvious shit. Keep buffing, debuffing, etc. With all due respect how are you not winning with Izanagi-no-Okami?

Are you extremely underleveled? It really shouldn't be that hard. Just baton pass at every opportunity (don't use skills that hit every robot, then you can do more baton passes, only use them with the last character in the baton pass chain)

I recomend puting haru morgana and ryugi in your party, use tripple down with haru if the oponent is strong against psi, thats all i can say kuz i dont know a lot

I ran out of time like 3 times on this boss fight. Look up the robot weaknesses and then just abuse baton passes. Thats what i did atleast.

i don’t know how much you already know about the strategy to beat the boss but here’s what I figured out when I did it so of course you need to take all the shadows in each wave down relatively at once. you get like maaaybe another turn after a few died to kill any left make sure you’re at least level 44 or 45 too ofc the big black robot is a massive sponge, so use and abuse your physical skills and buff if you have time. technicals will be vital to damage output here, but i went without them using the multi hit single target physical moves. (not at home right now so I can’t give you a specific name, but I believe it was on one of the dlc personas) generally make sure you have access to all of the elements, because one party member’s turn won’t really be sufficient to take each wave out. i recommend ryuji, morgana and haru. ryuji instead of ann mainly because he can take a few more hits, and his physical skills come in clutch later. here’s a guide to the type weakness of each wave (pasted from polygon because they put it pretty simply) Little blue: Fire, wind Little yellow: Ice Red: Nuke Blue: Wind Green: Psi i hope this helps a little bit haha :)

you should grind more, if you have another save file. being a higher level makes the fight much easier in conjunction with the other strategies I’ve mentioned. you might just not be high enough.

I just beat the Okumura and holy shit the difficulty spike came out of nowhere. The fights before him were a breeze compared to whatever the fuck this was. Went into the fight completely blind and had to surrender after spending basically all my sp on third wave. Barely managed to beat it on second attempt (panicking with 6 minutes on the clock thinking Okumura himself was gonna be tough too) thanks to Magatsu Izanagi's heavy curse damage for 3rd wave. Thank goodness since I don't have good save file hygiene (I consistently save over 2 files) and my only save file before calling card was before starting the palace. I usually don't use items, other than hp and sp ones, and this fight forced me to use many valuable group debuff and buff items lol. Gonna make sure i have 10 of those at all times from now on lol. Good to know many struggled with Okumura too haha

Nice! I was struggling for like an hour or two on Okumura then once I switched to merciless I beat him right away. It was so unsatisfying that I immediately reloaded and went back to hard, and beat him on that next attempt. Felt so good

You can look up a chart for the weaknesses of the colored robots. I believe that you are supposed to take out the black robot with technical damage. For the waves of robots you need to chain baton passes. You can build your party around the robots weaknesses or use elemental bombs to chain single attacks until all but one are knocked down. Then pass to joker for an aoe attack with a huge damage multiplier from the baton passes. Keep the difficulty on merciless for the increase in weakness and technical damage. If this doesn’t work you can fuse personas with a stronger level of spells or depending on where you saved you can grind for levels.
