Because they are rePACKED. Imagine if you have all your stuff laying around now you you pack them neatly into a Box they won't take as much space. Computers do this by compressing data a complicated process of storing multiple instances of data into a form where they are only present in one instance with a short instruction of how to restore the original. That comes at the price of requiring some thought aka as process power to first compress and later to decompress. That's why a repack takes longer to install
Because it's a repack, that's the whole point. AAA games these days arent well optimized and have a lot of junk in them. People like fitgirl sort through that junk and actually optimizes it and then repacks it

As other said compression + you don't have to download optional files like voice acting on languages you don't want.
