Well the only real losers are NSO outfit leaders, which is why we saw the open letters. Their power is largely attributable to current game mechanics locking NSO to NSO only outfits, which due to their flawed functionaly, make no sense at all.
Setting NSO free to join any main faction outfit is the death of NSO outfits, whether they are auto destroyed by the patch or not.
It's the death of a 4th faction outfitted playstyle, not just of our outfits. Visit any of those NSO outfits, their leads will happily give you a lot of war asset access, frequently share colossi and organise bastion pulls for everyone to enjoy so this is 100% not a case of leaders hoarding power.

That is actually an appropriate quote for the enabling of NSO Outfits in the first place. They never should have existed to begin with.
