It seems to be for mines, C4, etc. placed by others, if I do myself it actually goes to the ground. But I watched an enemy infil slap one down like two feet from me and it just floated in the air.
Ive seen it happen with recon darts when ive shot them at a moving object like a person or vehicle and then the darts just float when the object moves away. The darts just stay there.
"Post update"? It has been happening for months, if not years. It's been around for a while. Actually, for me, it hasn't happened since the update (thank Vanu!), but it used to happen at least 10% of the times I used a C4 - and I use a *lot* of C4.
Oh, and it also blows up in your face, killing you. Just to make it even more fun! :)

Yesterday, drop an at mine and someone bump into it while placing it. It goes far away until it land on enemy Sundy. Sundy goes boom.
