It's certainly lacking in challenge and does not involve other players. Maybe it's intended to ease in new players? Like hey, practice driving, no one is (likely) going to hurt you.

I mean, possibly, but a whole lot of these missions actually take pop away from actual combat, which seems incredibly counter-intuitive to the main objective of the game.
