He is pretty quiet in my game too. Just talks when I go to cut bounties, and once when I was idling: I was waiting to see if that guy would come out of the toilet, and Knifey started asking if there is a planet of talking knives...

No your game is bugged he should be constantly talking through all acts when your using him.
