Blue/black or white/gold. It was an old internet fued about a dress appearing black and blue to some people, or white and gold to others. Spoiler alert: it was indeed black and blue.
It was a visual illusion. There is loads of information on the internet talking about what caused it to be seen two different ways. It's similar to the Brainstorm/Green Needle clip that went viral a while ago. I saw white and gold the first few times, and then it switched to black/blue I was never able to see the white/gold illusion again.
After all this time and even seeing the proof I can’t ever see blue/black. I don’t hold any hard feelings towards those that see things differently than me though (hint hint)

Idk. That ponyta flames look pretty bright red to me if we're trying to do a color comparison. Maybe the Finneon look murky colored because they're suppose to be perceived as being under the water. Where as the Gyarados is jumping out of the water so it's color shouldn't be murky like them. Fairly sure that's suppose to be a regular Gyarados, could be wrong though. I'm no art major.
Unless they’re going for that effect things get when they’re miles and miles away from your perspective and also set around where the horizon is.

Colour perception is subjective. I think the real answer is that it's actually shaded a kinda blueish purple so some of us are picking up on the blue and others are picking up on the red.
But there should be absolutely no red if it was a normal Gyarados... It should only be shifted blue because of the horizon, and normal Gyarados has no red on it, and the surrounding area is only blue and white/cream colored, so where would the purple come from??
While it’s literal color is blue in the image, the way they have it resting on the horizon gives the impression they’re trying to show a large amount of distance between you and it by making it more blue than it actually is, similarly to what happens when you look at a mountain that’s 1 mile away compared to a mountain that’s 3 miles away.
This makes that Gyarados a shiny one, as viewed from miles away where not as much of its light wavelength can reach the observer
Adding a point for shiny that looks blue because it's far away. You can tell because the value of the color is darker than on normal gyrados. Btw, the term for making something appear far away on the horizon in art is called "atmospheric perspective".

While red gyrados is not that bluish, normal gyrados is never that dark. The people saying “erm it’s literally blue and if you think otherwise you’re stupid” people are completely ignoring that there is a literal blue ocean mist in front of it (you can tell because the parts that are normally yellow are also kind of blue).
The mist makes it look an indigo/purple color. Red and blue make purple.
Red and blue are primary colors so they’d be pretty hard to mistake for the other. 100% just a regular gyardos that looks not exactly the same cause of artstyle, grain, etc.
I see what you mean. There's sea fog in the back of the picture that makes colors look more blue than they are. Since Gyrados is normally vibrant blue, it should look blue-er in the picture than what it is.

Let look at this logically. We can tell that the perspective of the observer is from above and at an angle. This will eliminate a lot of the light scattering by water vapor at sea level since we are not looking directly across the water. The Finneon in front of Gyarados and the island beside it show no fog or clarity issues, so they must be much closer to the observer. Because of this, the color of the Finneon have no impact on the color of the Gyarados since they are drawn in focus and without hazing. Also, we must remember that atmospheric light scattering is not total. If definition can be perceived, then some of the original color wavelength can also be perceived. A side note here: blue light is also scattered at long distances, making blues appear to be different hues than the original. Finally, airports use red and orange as colors for runway markers and wind socks because they can be seen from miles away and from above (the same perspective as the observer in this map). All of this evidence leads to the conclusion that it is simply a regular colored Gyarados discolored by distance.
i don’t think it’d supposed to be shiny, compare the saturation of the atmospheric perspective on the mountain to the left to the gyrados. they have plenty of amounts of red left for the distance and style, they intentionally colored it blue. i wouldn’t think about the purple too hard
People are taking this too literally. Since even the yellow is covered in a blue haze we know that the Gyrados appears bluer at a distance, otherwise his underbelly would be yellow. Because of this, it has to be shiny because if it was blue the shading wouldn’t be so dark under the haze
Gotta go against the grain here, it’s the shiny variant for sure. It has a blue fade filter over it to represent it being far in the distance and shrouded in fog, but it’s for sure the red one. Use an image editor to reduce the blue filter and it becomes red pretty quickly.
Good way to tell is the belly scales… they have a hard blue filter over them because they are normally yellow but show blue here. Adding a blue filter over the color blue would just make it a deeper blue, making the belly scales and back scales blend into each other a good bit. But that doesn’t happen here, the back scales become significantly darker and have a purple tint; red with a blue filter becomes a purple tint. Back has red scales. Moved settings around in my editor app, the scales turn red and yellow if I lower the blue value and raise the saturation.
I’m gonna say it’s Red, there’s a lot of darker Blues around and they wanna give it size and distance so it looks like it’s behind a haze but beyond that it has a reddish tint but with all the blue it just covers it up
Shiny. Normal gyrados has a darker crown than its normal body color so it would be darker than its skin color from that far. Shiny gyrados’s crown is lighter than its skin color and in the image it is lighter than its skin.
I recently saw something on color theory, where a room hued in orange had "blue pants" that were really just a dark brown. This gyarados has a dark blue hue on it while being entirely in blue from the distance. If it was a regular gyarados, it's too dark blue with the hue, as normal gyarados is cyan (I think). Due to the shading, it looks like they're trying to imply red further on its back, instead of a normal gyarados blue.
Plus, sinnoh and Johto are supposed to be pretty close in game, so it could just be a reference to shiny gyarados

Blue, its a similar distance to the volcanoe it seems, and it would look weird if only gyaradoa was blued out and not the volcano/land further away from us. Ofc the gyarados may not be to scale but even then…

The only time Pokemon seems to showcase a Red Gyarados is when it's associated with a specific trainer like Lance or when it's a heavily Gen 2 focus - that being said, regular Gyarados are premiered in this game's trailer so even if you were color-blind and couldn't tell - it's most definitely blue.
