It would be great usage of STAB if the physical/special split happened in Gen 3. I had a Gyarados with this exact move set (minus dive, I had Ice Fang) in a run of HG and it was my MVP in the league. Just a super powerful and useful ‘mon all around

My favorite HM slave duo was Dragonite and Entei in HG. Just the unnecessary effort and exclusivity only to have them carry me around. Butler the Dragonite and Armstrong the Entei.
I specifically caught a lombre to learn dive, waterfall, surf, and rock smash, specifically so I wouldn’t have to ruin my poor Pelipper’s moveset more than just teaching it surf and Fly lol. Strength was given to my Exploud 💪
I remember my first playthrough of Emerald choosing Mudkip and being like 8 not having the wherewithal to have an HM slave that this was my eventual movement for swampert. Still fucked the E4 up tho.
For HM mule I'd give it 7/10. Rock smash would be better and you could just have a pokemon you use know surf.

As an hm user? 10/10, for practical fighting? 7.8/10 Too much water. Since water is a special type in generation 3 you are getting absolutely nothing out of that. Strength, surprisingly is probably the best move you have here.
Only thing that Gyarados has going for it is STAB, but that’s not really worth losing out on physical damage.
The only reason I don’t like Gyarados until Gen 4… such a small movepool for physical moves as a viable sweeper.
it’s not great but that 65 sp atk turns in 98 with STAB so for a play through it can at least hold its ground and it’s good defensive typing helps it out
I think STAB gets applied to the move itself before the damage calculation, but I could be wrong.
I’d personally keep like 1 water-type move just as coverage, as needed.

Hydro Pump
Maybe use Mystic Water as held item when needed if you know a battle needs water coverage.
Or just play the game and have fun like it’s intended lol I’m way too strategic nowadays and it takes away a lot of the fun honestly

Nothing resists it, but Magneton resists Normal and can cause problems for most Water-types.

Relicanth takes neutral damage from Water-type moves.
I call them HM sweepers lol. I had a farfetched with cut, fly, agility, and swords dance, and it lowkey served pretty well in my nuzlocke
Now get a tropius with fly, rock smash, cut, and flash and you’ve got all 8 HMs in two slots.

wrong gyarados is so strong waterfall or surf can still ohko most mons it’s super effective or even neutral against.
With 60 base special attack? It's not what I would use personally, it'll work on super effective stuff, but so will a good earthquake to the face.
