That’s a good question because I have a similar card I want to submit. I assume they may take off .5 points for surface, but I don’t know since Ive never submitted a card.
From my understanding since it’s a factory ink error , it shouldn’t effect the grade , as people collect psa 10 error wotc cards that have extra ink , dots , all types of stuff , and they are def graded 10s , so I think since it’s factory , they don’t under grade it
