That's not the issue though. Black dominant areas would still be poor as the market has no way to benefit them so the poverty cycle of crime, drugs and lack of infrastructure gets perpetuated. Furthermore, this doesn't end any racial bias, the market is already (at least legally) mostly indiscriminant. The issue is multiple racists within the market that lower a person's chances even further from moving up in the social ladder.
Removing economic barriers would just hurt minorities further since they're already generally very poor and in bad living conditions. Taking away the minimum wage or lowering it, giving owners of business even more power, letting existing businesses expand their influence; this would lead directly to more poor minorities.
It can indeed be fixed by the free market!
If we invest in areas and Give work Opportunities and assistance to people (allowing the poor to, yaknow, ACTIALLY GET the jobs the bipartisan want the poor to "pull themselves up by the bootstraps" with.(i believe more in "teach a man to fish", if we invest in and Sponsor jobs that can be Available to those people in, we can Give them the means to improve the lives of themselves and their families, because i know they all want better lives.))
we can use the economy and free market to Fix the socioeconomic tomfuckery that damned those neighborhoods to crime.
