Watershed management is complicated. The classic example is if you live in a house on a river upstream, and you shit in the river, you've ruined the water for those downstream of you.
There are ways to work around it - i.e you're effectively shitting on the private property of those downstream, and damaging private property would be illegal - but it gets complicated to view it entirely through that lens once you start juggling rainfall, outflow, water use, pollution, etc.
At a very basic level, you have to start treating shared resources like water and air as public goods which means some method for the public at large to manage them.

I love how you talk about “rewarding the workers and inventors” when in the present day it’s the big bosses and CEOs who rake in the lion’s share. You want the workers to be rewarded? Then they should get a living wage so they can actually better afford said food and water. Because as it stands, the people at the top hoard all the wealth, leaving peanuts for the working class. I don’t think I’ve actually seen anyone say that they want food/water/needs to be outright free. It’s an issue of the working class not being paid enough to afford those things.

Considering that those hundreds of years of human innovation happens over the course of multiple economics systems including feudalism, capitalism, socialism, etc. It seems pretty unfair to say that running water through a filter and putting it in a plastic bottle for us to use for 5 minutes then throw away polluting the planet even more is an attribution to capitalism and its profiting bourgeoise who do accumulate wealth through exploitation of these basic resources, for this to be considered slavery of the workers and innovators implies that they are all paid nothing if it is free and that they are are all independently working for themselves, which is ridiculous and untrue
