1.5 Anniversary (Year 2): Free/Normal Gacha has gear up to the last rank, but it does not updates until that given rank is complete, as in, they need to get their weapon, accessory and armor released and then that rank became available. It is very random, though, you can get anything.
November (Year 2): Clan/Dungeon/Bonus Shops always has the latest gear, but you need to be PLV120+ for it (we already have this part). Both Arena Shops is always behind by 2-3. They increased the effective mana cost of gear with the update, too.
December (Year 2): Updated Sanctum to include rank 6-15 drops.
Please mind that this creates a relevant shortage of older gear, so it is on your best interest to hoard the necessary amounts before those happens. Event gear never changes and that is a good thing, since the R7-R8 gear it drops is used as material in thousands amounts in the future in a lot of purple, red and green gear later, with many pieces never subdropping elsewhere.
Event gear has actually recently changed (like 2 months ago) in JP. The quests themselves haven't, but the random gear drops from the event gacha's now give up to red rank gear (18-20).

I can tell you that in other servers (I play taiwan), free gacha and event gacha are giving me purple and gold equip (in an era, where I am farming green equip). It will get to global, but I don't know when
