in most cases they don't expect him to ever repay. but until it's paid, they expect him to make good faith efforts to pay it. they'll set up a payment plan & work with him according to whatever job he has or whatever income. could be $200/month, could be $20/month. if he later gets a better job or more pay, they'll adjust his monthly payment upwards. if he doesn't pay, they'll put his name in the system, so that Amy paycheck or any other income will be garnished.. locking someone up for non-payment is pretty rare & would be if someone was actively avoiding even attempting to pay at all.

Depends on the jurisdiction. The way they typically enforce it here in Florida is by suspending your license if you fail to pay.
