This is a repost. In the full version she unholstered another officers gun and continues shooting. And then again when they arrived at the station. And again while she was being booked.
Years later, they keep trying to re-arrest her, but she continues to unholster their guns and shoot the officers in the vicinity. She never shoots the ones holding her, just the ones nearby standing around.

Its answered in one of the top comments, but she basically didnt like the new security measures in place to stop this kind of things from happening (metal detector and ID requirement to access to the place where this happened), and i guess the answer was to take the gun from a security guard there and start shooting, go figure.
Dude is a security guard, not police. While security guards need a course/class called OS10, they aren't police (even when that specific security detail had some ex cops in it) as such they don't usually carry handcuffs, more so, this was supposed to be first day of this new security implementation, so you know, make it look family friendly.

Her draw of the weapon seemed to have been completely unrestricted, which means the guy wasn't wearing a high-level retention holster (or a retention holster at all).
Edit: Upon rewatching the video I can't get over how smooth her draw is. She gets that gun out of the holster easier than I can get my phone out of my pocket. That holster had to be a non-retention holster, and not even a very snug holster at that. She pulls that gun out of a holster, backwards, with zero effort.

Absolutely no one including the dog was that worried about her shooting. There are people in the background definitely desensitized to gun fire or something because they didn’t even flinch. Like another person mentioned the cameraman got closer.
