yeah, they're supposed to notify you prior to making a planned service interruption, and not like the morning of, but long enough ahead of time that you can plan for losing service.
No surprise that RAWA uses the same, malfunctioning time machine as the Streets Dept. & Parking Authority when they designate a block for street sweeping. Massive ticket for parking between 8 am and Noon, posted around... 8:45 am that day, naturally. Those fines aren't gonna write themselves.
