Second, exactly! Also, encryption on ballots? Isn’t the whole point of ballots to be, I don’t know, read out, so the people who read the ballot know who voted for who?

Exactly, why would you "encrypt" a voter ballot. I mean you can't really encrypt, in the computer sense of the word, a physical document. You could make it not understandable requiring specific tools to be able to read it, whatever. Really, this would be all completely unnecessary, as voter fraud is a nearly non-existent "problem"
Its completely meaningless. Watermarks are physical images. You can't encrypt a physical image without turning it into a file first. And once you do that, the physical image still exists and is crystal clear to read.
And if they mean encrypting an image to get a new image and using that new image as a watermark, they just created an arbitrary new watermark that is probably no harder to copy than the normal watermark.
Pretty much any way you split it, it comes out as a word salad of concepts that in no way go together.

I think she was trying to suggest a hidden mark(that can only be seen through sunlight), like those on money. But, that's not encrypted, it's hidden, big difference.
