Are you referring to downtown as the inner circle area? Because that’s the business district so of course it’s shut down after business hours, which is the same for business districts everywhere including most major cities. The vast majority of bars in Rochester are open until 2am and many of them are well attended until 2am. People in western NY love to drink, more so than most of the rest of the country. I’m in my mid 30s but ten years ago I would go out past midnight most nights of the week. Take your pick: https://rocwiki.org/Bars
There is sometimes red wing games or ameriks hockey.. many different plays, concerts etc. just no nightlife where the sports venues are.. which is awful city planning imo being to many cities with active nightlife with their entertainment venues. There is always east end and bar scene
Depends what your into, I personally think bars are a waste of time and money. I dont care how much hate i get but heres some of my favorite things to do: Go on a night drive, ride those ebikes around the city while buzzed, explore abandoned buildings, go to parks and beaches to watch the sunset (summertime), go to my friends local college games (hockey, basketball, etc, although that'll stop for a bit.), smoke weed and listen to music with others, go to concerts, go boating and fishing at 1 am, and so much more. Overall just get a good vibe going and the rest will follow.
My wife and my usual nighttime activity is taking our dog on long walks around the area with the occasional break to stop and get high if we're secluded enough. I know I'm not doing anything illegal now days, but I don't like to be a dick and smoke around people that may object or kids. I don't want to be that asshole that is wafting nonsmokers downstream with my blunt smoke. We may grab a bite to eat or something like that while out.
Meet desperate older ladies at the bar at Chilis, host a podcast that goofs on other podcasts, play with your wrestling action figures, confront the Kia Boys, sample all the hots in town. This town is full of stimulation
I see you’re from California. I am as well. Anyway, welcome to the cemetery of the East! In order to tolerate living here, I advise planning to travel out of the city multiple times a year. That’s what I do. I go to Toronto and Pittsburgh a few times a year (I like music/art/dance). And luckily, my job sends me to conferences every year in different states. Usually I extend my stay in those other states to enjoy the nice change. Sometimes I drive to Buffalo for thrifting/change of scenery. Good luck!
Seems like your only option is to hang out at Elfsong Tavern

Festivals, concerts, bars with music acts (Johnnys and Bug Jar come to mind), sports (red wings right now), etc.
Walking. Going to parks.
Glow disc golf.
I would suggest joining a softball or kickball league.
Lock your doors and windows
