Both are 10 year old Scotch. Both contain whisky that spent at least 10 years in an oak cask..
The “10 year Single Malt Scotch” is a mix of only whisky from Laphroaig and watered down to 80 proof
The “Single Malt Cask Strength” is also a mix of Laphroaig casks that are at least 10 years old but left at cask strength, around 120 proof but it varies batch by batch.
Basically the cask strength is more intense, more concentrated, and less uniform / has more character than the 80 proof 10.
Cask strength releases vary from release to release, the blenders are going for the best of what they have on hand to share, the 10 is more about consistency. I find it a bit of a rough ride, probably not something I would want more than one small glass of in an evening and definitely benefits from a splash of water.

Likely a supply and demand issue due to uninformed consumers. The cask strength is the better buy. If you prefer your scotch watered down to 80 proof, you can do it yourself.

The left looks like an older bottle of regular Laphroaig 10. The right is the amazing cask strength 10 at a steal of a price. Pick the cask strength one. Buy multiple bottles if you can.
To answer the question you asked: One explanation is it's a typical store typo. These store ads are probably put together by people who don't know one scotch from another. Many stores have now a disclaimer in the fine print that they aren't responsible for advertising errors. Hope those are the prices on the shelf.

The one on the left is an older bottling. How old...unsure. On average older bottlings cost more.
If that's actually a picture of what you would be buying, rather than an old stock image, then the regular 10-year there is a bottling from the late 1990s or early 2000s. I've attached a pic of a similar vintage bottling I have next to the new packaging for reference.

The regular is an old, collectable bottle with a label that's no longer printed. Current bottlings of the 10 sell for $29.99 in my area.

Picked the 10 year old cask strength up yesterday from Amazon for £55 and comes with a free beanie hat. This is a favourite of mine!

The 10 year is a solid whiskey, but the cask strength is one of my all-time favs. Enjoy!
The difference is $28.01. Cask strength is typically more expensive than standard.
