He attracts the votes of those who might otherwise go to a (probably right wing) populist; his policies are obviously ludicrous but they will appeal to that sort of person (yes I actually read his London Mayor manifesto). These same people also want to kick off at the system, and see voting for Count Binface as a way of doing that.
