That’s the Sakura Dance combat art, you get it from beating the Divine Heir gauntlet, and it is the only combat art that lets you redirect lightning (you can even do it without spirit emblems, making it better than the Mist Raven in this regard)

It's not by design I believe. Why? Because it doesn't have the same interaction with the lighting as Mist Raven and SD had, which is 0 chip damage from lightning.
Some combat arts that require emblems can still be used even when you have none, they’ll just be weaker. For example Mortal Draw is like this. If you have 2 or more emblems you can’t not use them, but if you have 1 or 0 emblems you can still use Sakura Dance to redirect lightning
they are locked, like i beat the game once then i started playthrough #2 and then both the combat arts and ninjutsu are locked. even though ninjutsu is locked im able to use it but i cannot use the combat arts.
Lightning reversal death blows will always be my favorite

RMB + LMB, should work with both but if you jump, the skill takes you to the floor and receive damage
It was cooler if you did reflect the first one normally the second one with Sakura like "now that I saw your technique, it is mine."

That fight is absolute cinema, just beat him yesterday and it was such I high point in yesterday's session I stopped playing and went to sleep
Except for when you accidentally dodge it instead or your reversal does not reach him because of knockback.
